So there are two explanations for #StarfleetWarCollege:
1) In-story, it was from post Burn when #Starfleet was more isolationist.

2) Real-world, it provides the nerds, theater kids, creatives and odd ducks of the #StarfleetAcademy the elite jocks as a built-in antagonist clique.
