Zwischenfälle mit Drohnen in der Nähe von Flughäfen oder im Umfeld militärischer Einrichtungen der Bundeswehr, etwa bei Luftwaffenstützpunkten oder Kasernen, sorgen immer wieder für öffentliche Aufmerksamkeit und sicherheitspolitische Debatten. Doch auch jenseits solcher Vorfälle bestehen nach Einschätzung von Fachleuten aus Luftsicherheitsforschung und Luftverkehrsaufsicht Risiken, die mit der größer werdenden Nutzung unbemannter Fluggeräte verbunden sind. Aus Sicht der Luftfahrt- und Sicherheitsforschung reichen die bestehenden rechtlichen und organisatorischen Regelungen für den zunehmenden Drohnenverkehr langfristig nicht aus. Gefordert wird unter anderem eine verpflichtende Ausstattung von Drohnen mit Transpondern, vergleichbar mit der Technik in Flugzeugen und Hubschraubern. Dadurch könnten unbemannte Fluggeräte eindeutig identifiziert und in die Luftraumüberwachung eingebunden werden. Ziel ist es, Konflikte zwischen bemannter und unbemannter Luftfahrt frühzeitig zu erkennen und die Sicherheit im gemeinsam genutzten Luftraum zu erhöhen. Auch die Paket- und Logistikbranche zeigt sich offen für neue Vorgaben, warnt jedoch vor Überregulierung und nationalen Alleingängen. Entscheidend sei ein klar strukturierter und europaweit einheitlich geregelter Luftraum. Eine flächendeckende Paketzustellung per Drohne gilt kurzfristig weder als wirtschaftlich noch als gesellschaftlich akzeptiert. Zugleich gelten bestimmte Einsatzbereiche als realistisch, etwa Transporte zwischen Logistikzentren oder Lieferungen in schwer zugängliche Regionen. Darüber hinaus kommen Drohnen bereits heute bei Feuerwehr- und Katastrophenschutzeinsätzen, bei der Inspektion kritischer Infrastruktur sowie bei Transporten von Laborproben oder Medikamenten zwischen medizinischen Einrichtungen zum Einsatz. Der zunehmende Drohnenverkehr erfordert klar definierte Zuständigkeiten zwischen den verantwortlichen Behörden, eine transparente Luftraumüberwachung und auf EU-Ebene abgestimmte Regelungen.

29. Januar 2026 – Der Drohnenverkehr im Luftraum über Deutschland dürfte in den kommenden Jahren deutlich zunehmen.
