Mr. Samson disliked that the bureau’s name included a reference to human rights. He wanted to change it to the Bureau of Natural Rights, according to three former State Department employees. By contrast, they say, “natural rights” indicates something god-given. Being generally prepared for unexpected things entering the street is like a bare minimum lesson when you learn to drive in Europe.
