Per the Assessor's records (accessed today) the Gateway Arch Park Foundation has not closed on the property.
Gateway Regal Holdings LLC is still shown as the property owner.

Fact check Saturday: the present owner of the Millennium hotel property is current on its real estate tax payments.
Contrast with some hotel operators (that received tax breaks) and prominent local developers.

She didn't provide the reason for her recusal.
Her employer, PGAV, produced the redevelopment plan for the Millennium hotel site. Evans did leave the zoom room for Res. 10908.

SLDC fulfilled my sunshine request*, uploading the Redevelopment Plan to the portal today.
SLDC's responsive records may only be viewed by the person submitting a request. When the portal was functional, responsive records from most city entities were available for anyone to view.
