Committee hears HB 48 to raise court‑filing fee share for Veil Legal Services Fund; ALSC and advocates urge increase HB 48 would raise the legislature's share of court filing fees directed to the Veil Legal Services Fund from 10% to 25%, an increase advocates say would add roughly $486,900 this fiscal year and help legal aid serve more low‑income Alaskans; the committee set the bill aside after fiscal questions.

A proposed bill aims to boost funding for civil legal services in Alaska by increasing court filing fee allocations from 10% to 25%, potentially helping thousands more low-income residents access justice.

Ruth's story-Ruth, a disabled widow and former asylum seeker, was evicted from her private rented home and suddenly had nowhere safe to go. When she turned to the council for help, she was told she had no priority need — and her temporary accommodation, already unsafe because of stairs, was cancelled. She felt frightened and abandoned.
She reached out to one of the specialist legal advice services we fund, and found an adviser who fought for her. They challenged the decision and demanded a review. When the council failed to respond, legal action was prepared, and the council backed down — reinstating her accommodation and accepting a full housing duty. A further challenge showed the property was unsuitable. Another legal push finally secured a safe, ground‑floor one‑bed home near transport links. Ruth also recovered over £5,000 in backdated housing benefit. For the first time in years, she felt safe — and able to live her life with dignity.

David's Story- David gave up his secure housing tenancy to care full‑time for his terminally ill partner during their final months. After his partner passed away, David was left alone in a one‑bedroom home he thought he’d lose. Facing possession proceedings and terrified of becoming homeless, he didn’t know where to turn.
When David went to a specialist legal advice service we fund, he was exhausted and overwhelmed. The service acted immediately and reviewed his situation, uncovering a possible succession claim, and made sure he was urgently referred for legal aid representation so he wouldn’t have to fight the eviction alone.
The case was taken on for court action, protecting David’s place in the home he had shared with the person he loved. With early intervention, he kept his home and was protected from losing everything at a moment of deep grief and vulnerability.

Senate approves district‑based magistrate reform after sharp local‑access objections The Senate substituted House File 2706 to move magistrate assignments from a county model to a judicial‑district model, with a provision giving current magistrates right of first refusal. Opponents warned the change could reduce local access to justice and raise administrative costs; supporters said it modernizes workforce management. The bill passed on roll call.

The Iowa Senate's bold move to transition magistrate assignments from counties to district teams is sparking fierce debate over access to justice and efficiency.
