Both the first and second raids were the product of then-President Woodrow Wilson’s anti-immigrant and anti-socialist positions. Wilson accused foreign-born American citizens of destroying the social fabric of the United States. The President said those people had, “poured the poison of disloyalty into the very arteries of our national life. And that such creatures of passion, disloyalty and anarchy must be crushed out.” Wilson’s remarks were aimed at immigrants, mainly Eastern Euro- peans with a specific anti-Semitic bias. Members of labor unions were also viewed by Wilson as undesirable.
Attorney General A. Mitchell Palmer’s first raid was a bust. Some of the people Palmer swept up were exonerated by a judge who found they had proposed transforming the government by using their free speech rights and not by violence. Palmer changed tactics and named 24-year-old J. Edgar Hoover to head up an investigatory arm of the Justice Dept. It was Hoover who oversaw the second raid – on this day in 1920. It resulted in 6,000 arrests in 36 cities. As the department of labor and other government officials looked into the warrants, raids, and arrests, they were horrified and outraged by Palmer’s tactics. A district court judge in Massachusetts ordered the government to free several people imprisoned by Palmer. Ruling from the bench, the judge wrote, “A mob is a mob, whether made up of Government officials acting under instructions from the Department of Justice, or of criminals and loafers and the vicious classes.”

The Palmer Raids did have a few major impacts, the biggest was probably the establishment of the American Civil Liberties Union, which aims to protect the rights of people who are not criminals but are targeted by law enforcement because of their identity. The Raids also ended Palmer’s promising political career. He was considered a presidential front runner in 1919, but a couple years later he left Washington in forced obscurity.
