#Provincial power rests on two constitutional pillars.

The first is Section 109 of the #ConstitutionAct, 1867, which grants provinces proprietary ownership of the #Lands, #Mines, #Minerals, and #Royalties" within their borders. This ensures they have a tangible economic base.
