👉 Breaking a promise made earlier is not how an institution that relies so much on trust, informal norms and commitment can function. If the other national leaders let the Orbán tactics prevail, #EUCO might end up in paralysis - and with it EU policymaking more broadly

👉 Tough bargaining, the pursuit of national interests, and veto threats have always been part of #EUCO politics. However, for #EUCO to remain effective, leaders must exercise self-restraint in not exaggerating domestic problems and exploiting the goodwill of others
The #EuropeanCouncil earlier this month ended with Orbán blocking the EU‘s €90bn package for Ukraine. So good, so normal (unfortunately).
