What we will discuss. Policy options: Clarify applicability of sanctuary code protections to County offices, employees and contractors. Consistent signage and process for restricted access areas. Annual training on Sanctuary rights, staff expectations and resources for employees and community members. Data collection and privacy protections. Prohibit the County from entering into contracts with the federal government to operate or sell properties to be used as immigration detention centers.

Additional topics for discussion based on Board feedback from the March 3, 2026, board briefing: Potential updates to Land Use regulations to address potential immigration enforcement facilities and/or uses in unincorporated areas. Potential updates to Chapter 9 County Code employment provisions to address employee concerns and improve accountability. Other training (not mandatory) such as: Know Your Rights, what to do if ICE comes for a coworker or you, and how to fill out incident reports.

Police identify man killed in Hazelwood neighborhood homicide Santi Ram Rai was killed last week while working at a Southeast Portland convenience store, police said.

A message from Commissioner Singleton. On Thursday, November 6th, several schools in North Portland went into lockdown due to I.C.E kidnapping and heightened presence in the area. This led to fear, confusion, and community coming together.

"It broke my heart to hear schools in North Portland had to go into lockdown because of the I.C.E presence in the community. My staff was contacted by several County employees at impacted schools and in the area with questions and asks for support. Kids should not have to worry about their parents, teachers, classmates, or anyone being kidnapped by ICE for taking them to and from school."

" Yesterday, I went to one of the impacted schools at dismissal time, and my heart was warmed by seeing so many concerned community members showing up to support our little ones. Multnomah County residents showed up for each other, and it was beautiful. Many have continued to contact my office asking how they can help, so I have gathered some information."

I am looking to do what I can to bolster the systems in our county and region to ensure that Multnomah County residents are fed. The specific systems I am looking at include: advocating for funding to the Oregon Hunger Response Fund (OAR 461.192); allocating local funds to the Oregon Food Bank and/or the Partners for a Hunger-Free Oregon to distribute to smaller organizations and pantries; and, in the long term, find solutions that support our County’s farmers, community gardens, and local markets to better address pervasive and consistent food insecurity in our community.

In April, I shared my SHS reform proposal with Metro and my county colleagues and have continued working with them and our county partners to bring forward reforms to ensure that this critical funding is doing what voters intended it to do. The goal is to leverage existing programs, partner with other agencies, and collaborate with other local leaders to reshape and strengthen our safety net. I have proposed reforms to our homeless services work to:

Problem: Lack of access to housing placement at many shelters. Solution: Bring greater equity and flexibility to our shelter system by transitioning site based case management to a mobile model that has proven successful for years. This can improve flow through our system and ensure that no matter what shelter someone accesses, they have a worker who can connect them with services while they are on their housing journey

Problem: We need to save money but meet goals Solution: Creating intentional programming to utilize a long standing practice of hotel and motel sheltering to support our efforts to meet the Community Sheltering Strategy goals at a lower cost than our other shelter models.

Problem: Lack of investments from federal level means strained local dollars Solution: Work with the City of Portland and Home Forward to find opportunities to get families, who we know are or will lose housing due to changes in federal funding, into affordable housing vacancies.

Today, The County Commission will discuss some of my proposals. The last few months have been disheartening. Every day, we learn about another program that has been gutted, cut, or a funding stream no longer exists. My office has not been standing by. We've been determined to find solutions. #MultCo
