August 26 turns Ohangwena projects into ghost sites Hertta-Maria Amutenja  Several education and sports projects handled by August 26 Construction in the Ohangwena region have been flagged for delays and poor workmanship by the parliamentary standing committee on education, science, ICT and youth development. The committee’s deputy chairperson, Austin Samupwa, said that while some projects handed over to the company have been completed, others have been running for years without progress.  He raised concerns about accountability and service delivery after the committee carried out an oversight visit this week.  During the visit, the committee engaged with the regional governor and the directorate of education. At Olivia Nakale Primary School, the committee found a newly built facility already showing structural defects.  The school, constructed by August 26, also lacks enough classrooms, forcing Grade 5 learners to attend other schools.  Samupwa stressed that closer monitoring is needed to ensure future projects are durable and well planned. In Epembe, the committee inspected land allocated for a Vision School, a concept introduced more than 15 years ago to provide free education and support to disadvantaged learners.  Despite land being made available, construction has not yet begun.  “We have discovered that at Epembe the land has been given, but the construction has not begun. On that project, parliament must pronounce itself,” said Samupwa. Seven months ago, the Windhoek Observer reported that the education ministry had abandoned plans to construct vision schools, including the Ohangwena Vision School near Epembe village, due to high costs. Vision schools, which had been introduced in 2013 during the inauguration of the Rukonga Vision School at Divundu, were designed to provide free education and full support to learners from disadvantaged backgrounds. At the time, former President Hifikepunye Pohamba had announced plans to establish six such schools across the country to address access, quality, and equity in education. The vision schools were intended to provide free education, with the government covering all costs, including school uniforms, school fees, hostel fees, examination fees, toiletries, bedding, and all required learning materials. However, more than 11 years later, no additional vision school had been constructed elsewhere in the country. The committee also visited Eenhana, where a sports field started in 2012 remains incomplete.  Samupwa pointed out that according to the sixth National Development Plan (NDP6), such projects are meant to be completed within five years.  “If you look at NDP6, these are the projects that are supposed to be completed in five years. But also we have picked that Eenhana VTC has been contracted for now so that they can complete the nitty-gritty so it can hasten its completion,” he said. At Lazarus Haufiku School near the Angola-Namibia border, the committee observed that accommodation for teachers remains inadequate.  “If you look at the teachers’ houses, it leaves a lot to be desired,” said Samupwa. The committee concluded that poor project implementation highlighted the need to decentralise the capital development budget to regional councils.  Samupwa said giving regional councils greater responsibility over development funds would help them address community needs faster and improve project completion.

Nandi-Ndaitwah troubled by spike in suicides  Allexer Namundjembo  President Netumbo Nandi-Ndaitwah has expressed concern over the rising suicide cases in the Ohangwena region, describing the situation as one that keeps her awake at night.  Speaking during the official opening of the 15th Eenhana Expo, she paused her economic address to address the recent spate of suicides in the region.  “I cannot leave this podium without addressing an issue which is giving me sleepless nights. I am sure you, as residents of the Ohangwena region, have been feeling the same. I call on all residents of Ohangwena to do soul-searching and ask the big question: What is happening in our society?” she said.  She extended her sympathy to the bereaved families, adding, “Our thoughts and prayers are with you,” she said.  Nandi-Ndaitwah also directed civil servants to be sensitive to others’ circumstances, stressing the importance of empathy and inclusion in governance.  Her comments followed the deaths of three teachers by suicide in the region. The teachers are Titus Nuuyi (34) from Enyana Combined School in Okongo, who left behind a suicide note, 39-year-old Lukas Kalwenya from Ohehonge Combined School and 28-year-old Nestory Namhinda from Eenhana Secondary School.  These incidents, occurring within a week, have shaken the local communities and the education sector. Ohangwena governor Kadiva Hamutumwa echoed Nandi-Ndaitwah’s concerns, calling for open discussions about mental health.  “We are losing productive citizens because they feel isolated and unheard,” Hamutumwa said, urging people to seek help from professionals, religious institutions, or trusted individuals.  She highlighted teachers’ challenges, including emotional and financial burdens, and called for better support systems within the education sector. “Teaching is a demanding profession,” she said, urging families and school management to create environments where teachers feel valued and heard. The recent suicides have drawn attention to systemic issues within the education sector. Education officials in the region described the deaths as deeply painful, warning that Namibia cannot afford to lose more lives in silence. The director of education in the Ohangwena region, Isak Hamatwi, stressed the complexity of suicide and called for transparency and openness in addressing it. “If the underlying causes are not spoken about, prevention becomes nearly impossible,” he said. As Namibia implements the sixth National Development Plan (NDP6), Nandi-Ndaitwah emphasised the need to focus on economic growth and the emotional well-being of the people. “We are also too few to be losing lives to hopelessness.”  She reiterated her call for unity, collective responsibility, and kindness, highlighting her administration’s commitment to social welfare and mental health. Govt accused of misrepresenting stadium progress in NDP6 Erasmus Shalihaxwe Senior sports administrators in the Ohangwena region have rejected claims in the newly launched  Sixth National Development Plan (NDP6) that the Eenhana Sports Stadium is complete.  They say the facility is far from finished. An administrator, who spoke on condition of anonymity for fear of victimisation, said he recently visited the site and found that only the pavilion appears complete.  “I passed by the stadium a week ago. There is still a lot that needs to be done. I only saw people cleaning. The pavilion might be done, but everything else is far from complete,” he said. He accused those who compiled the NDP6 document of misleading the President and the public.  “They are making her speak about things that are not there. They didn’t even visit the site. They just wrote the document without knowing the reality on the ground.” The administrator said Ohangwena lacks proper sports infrastructure and does not have a stadium capable of hosting national events like the annual Newspaper Cup.  “This stadium has been under construction since 2007. That’s nearly 20 years. We thought it would be complete by now, so we could bid to host the Newspaper Cup. But there is no progress. How can such a small stadium take almost 20 years? Our leaders must be honest and tell the public the truth.” NDP6, launched this week by president Netumbo Nandi-Ndaitwah, claims Namibia has made notable strides in sport development, naming the Eenhana Sports Stadium as a key project.  The plan outlines national goals for the 2025/26 to 2029/30 financial years, focusing on economic growth, inclusiveness, and sustainability.  It recognises sport as a tool for social transformation and development, with infrastructure projects playing a central role. The NDP6 document also states that Namibia has 57 recognised sport codes, with five, cricket, rugby, boxing, netball, and football, achieving professionalisation.  However, most athletes, coaches, and administrators involved in these sports still rely on full-time jobs or businesses and do not earn a living from sport alone. The plan further notes that 22 schools in Ohangwena and one in Windhoek had their sports facilities upgraded and describes this as a key milestone.  It also mentions the development of a Physical Education curriculum and the launch of the Namibia Sport Development Index as progress in tracking talent and the contribution of sport to national development. NDP6 highlights Namibia’s participation in four Africa Cup of Nations tournaments, nine Olympic Games (earning five silver medals), and four Paralympic Games (securing three gold, four silver, and four bronze medals).  It also cites the national rugby team’s qualification for seven Rugby World Cups and the cricket team’s appearances in three Cricket World Cups. Newly appointed Ohangwena governor Kadiva Hamutumwa said she is currently out of office and will provide an update on the stadium construction upon her return.

Ohangwena and Omusati governors push for water security Allexer Namundjembo The newly appointed governors of Ohangwena and Omusati regions have placed water access and sustainable agriculture at the top of their development agendas.  They have pledged to address water challenges and improve food production. Speaking to the Windhoek Observer at State House on Tuesday, Ohangwena governor Kadiva Hamutumwa said her previous experience at NamWater would help secure a stable water supply from the Ohangwena Aquifer. “With the necessary support from government parastatals, we can begin tapping water from the aquifer,” she said.  “We must ensure the entire region has access to water.” She said improved water access would drive agricultural development. “That is what the president is aiming for: food security and food production. With the aquifer’s water, Ohangwena can be transformed into a food production hub,” she said Hamutumwa said she aims to move beyond subsistence farming to develop large-scale agricultural businesses and local manufacturing. “We are talking about transforming the region into a centre for agricultural business and establishing manufacturing industries within the region,” she said. She also stressed the need for cross-border cooperation. “Agricultural collaboration between Namibia and Angola will enhance regional development,” she said. Hamutumwa added that she would work to ensure all veterans of the liberation struggle have properly marked graves. “Wherever there is a veteran, there shall be a tombstone,” she said. In Omusati, governor Immanuel Shikongo said he will prioritise water harvesting through earth dams and boreholes. “We used to depend on rainfall. Earth dams will now help us harvest and store water for dry seasons,” he said. His position aligns with long-standing calls from northern regional councillors for more earth dams to fight water scarcity. Last month, prime minister Elijah Ngurare told Parliament that while progress had been made on floodwater harvesting feasibility, dam construction must meet safety and environmental standards. In August 2023, the ministry of agriculture, water and land reform allocated N$17.5 million to regional councils for earth dam excavation under the 2023/24 budget. However, procurement delays have pushed the completion of the planned 129 dams to the next financial year. Earlier this year, councillors from Ohangwena and Omusati urged the government to speed up dam construction and renovation to improve floodwater storage for communities and farmers. Meanwhile, Popular Democratic Movement (PDM) leader McHenry Venaani proposed setting up a National Water Commission to coordinate sustainable water use and improve the national drought response.

Sports leaders in Ohangwena seek firm deadlines for stadiums Erasmus Shalihaxwe The sports fraternity in the Ohangwena region wants the government to set clear deadlines for the start and completion of promised sports infrastructure.  Ohangwena Regional Sport Commission vice chairperson Alexander Teofelus requested on Friday during a meeting between regional leaders and deputy minister of sport Dino Ballotti in Eenhana.  The meeting was part of the ministry’s efforts to strengthen collaboration with grassroots sports leaders and to identify challenges and opportunities in regional sports development. Teofelus said the region faces several challenges, including a lack of sports infrastructure, equipment, and qualified trainers.  These problems, he said, are hindering sports development.  He said it was a relief when the government announced that each region would get a stadium, but they now need a clear budget plan and timeline. “Some of our recommendations are the acceleration of completion plans for sport infrastructures; we want a clear timeline, budget status and accountability mechanism. Public-private partnership, engagement of local businesses through tax incentives or branding opportunities for sponsorship. Deputy minister, we want to institutionalise a regional sports coaches and stakeholders’ forum to review progress and challenges,” said Teofelus.  Teofelus added that they also want coaches’ development and recognition to support and reward coaches who have contributed to sports development in the region over the years. Ballotti responded that each region will receive an equal share of the national sports budget as planned.  He said no region will get more funding than another, even though some regions are larger or have bigger populations. “I want to confirm to you today that when we give funding, it will be given to regions equally. There will be no such thing as Ohangwena getting the last cents from the budget. That is a commitment I am very comfortable making. If a N$10 budget is allocated to one region, then each region will get that same N$10; there will be no such thing as one region being prioritised over the other one; that will not happen,” emphasised Ballotti. Two weeks ago, the Ministry of Sport announced plans to allocate N$35 million for the construction of sports stadiums across all 14 regions.  Each stadium will feature a seating capacity of 10 000.  This initiative is part of the ministry’s N$1.2 billion budget for the 2025/2026 financial year.

He hailed Nust as “the first to lead the pack” in reversing that trend. “Nust was the first to lead the pack and open a campus here. In the current financial year, the Ministry of Education, Innovation, Youth, Sport, Arts and Culture has been entrusted with a N$24.8 billion budget, not merely to manage, but to transform the education sector. We are committed to using this investment to bring about real change,” he said. Witness says police shot man at Onhuno roadblock in Ohangwena The police allegedly shot a man passing through the Onhuno roadblock in the Ohangwena region on Monday. The man, reportedly a truck driver, was driving from Angola to Opoto in the Oshana region, where he was to offload a truckload of Omahangu (pearl millet). It is reported that a police officer manning the roadblock at the time refused to let the man pass, since he could not present proof of processing his truck through the weighbridge. Flooding displaces over 150 families in Ohangwena, fuels hunger The recent flooding in the Ohangwena region has displaced more than 156 families as it swept away entire communities and destroyed bridges, roads, healthcare facilities, and other key infrastructure. Among the relocated residents are 115 children under the age of five and 31 lactating mothers. High water levels have engulfed buildings, schools, businesses and homes. The torrential downpours are said to have submerged thousand acres of croplands, and a number of livestock has died or gone lost amid the dilemma. Many of those affected depend on agriculture for their livelihoods and a hunger crisis may be imminent. ‘BREEDING GROUND FOR DISEASES’ Ohangwena Regional Council chairperson Erickson Ndawanifa in a flood report update says the flooding has also contaminated clean water sources, making ponds, rivers and streams a breeding ground for diseases. Malaria cases have already been reported in the Ohangwena region. Ndawanifa says the flood disaster in the region is ongoing, with numerous challenges in terms of accessibility, health services, and education. “The water levels in the affected areas continue to rise, causing an increasing number of victims. Key impacts include the submerging of mahangu fields in the affected constituencies of Oshikango, Engela, Ongenga, Endola and Ohangwena. “Villages such as Ouhongo in the Engela constituency, Onghala B, Eengava, and Oimbadalunga in the Ongenga constituency are surrounded by floodwaters, making it impossible for the drought-relief food team to deliver supplies or for residents to access health services,” he says. Ndawanifa says immediate intervention in the form of supplies, infrastructure improvements, and continued healthcare outreach is essential. “Efforts to provide long-term solutions such as infrastructure development and better preparedness for future disasters are crucial for enhancing resilience in affected communities,” he says. The chairperson adds that the region is battling a shortage of transport for health services to reach isolated areas and is working to prevent overcrowding in the camps. “Schools are planning potential camping for senior grades if the water level continues to rise. Immediate food aid is needed to address shortages among affected households and pupils camping at schools. Mattresses should be allocated to pupils camping at schools. Compensation for lost teaching days is also being planned,” he says. LONG-TERM INTERVENTION Ndawanifa says road construction should continue to provide better access to affected areas. “In this regard, the Roads Authority will come back and construct all 49 planned access roads. It will construct fixed facilities at relocation camps to ensure proper sanitation and reduce the health risks associated with the floods. “It will also consider building permanent infrastructure, such as bridges and proper sanitation, to mitigate the impact of future floods. Earth dams should be constructed at designated places, and establishing boarding schools in the affected areas to accommodate displaced pupils should be considered,” he says. The chairperson says the regional council is in dire need of about 20 mobile toilets, 25 000 mosquito nets, food for about 2 000 people, and 1 000 mattresses. Ndawanifa says a total of 4 445 pupils are currently unable to attend school due to the flooding as many schools are submerged in water. RELOCATION CAMPS Ndawanifa says six relocation camps are operational in the region and pupils are camping at Udjombala Secondary School. Onamhinda A and Onamhinda B in the Oshikango constituency, Onamukalo and Ohangwena in the Ohangwena constituency, plus Ouhongo and Ohaingu in the Engela constituency have camps. FATALITIES Sylvia Fillipus (14) drowned in an earth dam while swimming at Omatunda aNekundi village in the Engela constituency on 5 April. The incident was reported by the Engela constituency councillor. Megameno Devane (2), from Onamunama village in the Ondobe constituency, drowned in a pond on 6 April while following her grandmother to a neighbour’s house. The matter is under Ondobe police inquest.
