USDA’s Section 515 Program for Rural Affordable Housing Faces Phase-Out The U.S. Department of Agriculture’s Section 515 program, established in 1963, has been a cornerstone of affordable rental housing in rural America, helping to finance over 533,000 apartments and townhouses for low-income residents. By offering below-market loans to private and nonprofit developers, Section 515 ensured rents remained around 30% of tenants’ income, often as low as $325 per month compared to $800-$1,100 in typical rural markets.
