USDA’s Section 515 Program for Rural Affordable Housing Faces Phase-Out The U.S. Department of Agriculture’s Section 515 program, established in 1963, has been a cornerstone of affordable rental housing in rural America, helping to finance over 533,000 apartments and townhouses for low-income residents. By offering below-market loans to private and nonprofit developers, Section 515 ensured rents remained around 30% of tenants’ income, often as low as $325 per month compared to $800-$1,100 in typical rural markets. However, no new loans have been issued since 2011, and the program is now gradually phasing out as existing loans mature, with nearly all properties expected to exit the program by 2050.
