The southbound car hit Edwin Chavez-Solis at the jughandle on Route 35 in front of the mall at 7:18 a.m., the Monmouth County Prosecutor’s Office said. Chavez-Solis, who was walking from the east side of the road, died of his injuries at an area hospital at 7:40 a.m. His hometown was not immediately available.

I 100% believe this is a result of poor management.
