It's as if road danger is systemic rather than 'accidents' being caused by motorists. In Ireland the tactic of repeatedly urging motorists to be careful has not worked. And certainly has not worked for those of us who would like to use our roads without carrying a 1500kg raincoat. #SafeSystems
