Why won’t the ETS solve this for us? Our modelling shows that household electrification could cut emissions by 11.5 million tonnes by 2030. This would put us more on track to meet our 2030 and 2035 targets, and reduce the need to buy offshore carbon credits. Based on Treasury’s modelling, this could save the government $0.4 to $2.5 billion in avoided offshore mitigation costs. In addition to this households, farms and businesses installing solar and batteries reduces the need to fire up Huntly coal power station and helps conserve hydro lake levels in dry years, improving energy security and resilience. The ETS is unlikely to incentivise widespread switching away from fossil fuel machines, because its price signal doesn’t show up when it matters most - when the machine is purchased. Instead, the ETS increases running costs over time, often for decades after the decision has been made. As a result, many people - especially low-income households and small businesses - end up sticking with, or being stuck with, fossil fuel machines and rising energy bills. What’s more, the ETS provides a weak incentive for uptake of solar and batteries, as electricity emissions from the grid and therefore cost of carbon included in this price is already low.
