Rund 180 Staaten wollten einen rechtsverbindlichen Vertrag schaffen, der den gesamten Lebenszyklus von Kunststoffen reguliert, von der Produktion über das Design bis zur Entsorgung. Doch die Fronten waren unüberbrückbar: Während viele EU-Staaten, darunter Deutschland, sowie Staaten des Globalen Südens drastische Produktionsbeschränkungen forderten, blockierten rohstoffreiche Ölstaaten wie Saudi-Arabien, Russland und Iran jeden Ansatz, der an die Wurzeln des Problems ging. Die zehntägige Sitzung des Intergovernmental Negotiating Committee (INC) verlief zäh und angespannt. Um jedes Wort wurde gerungen, selbst unverbindliche Entwürfe stießen auf Widerstand. Frankreichs Umweltministerin sprach von „Wut und Enttäuschung“, und die kolumbianische Delegation warf einzelnen Staaten öffentlich vor, den Prozess bewusst zu sabotieren. Am Ende blieb nur die bittere Erkenntnis: Die Kluft zwischen denen, die handeln wollen, und denen, die blockieren, ist tiefer denn je. Umweltorganisationen wie Greenpeace und der World Wide Fund for Nature (WWF) begrüßten, dass ein schwacher Kompromiss verhindert wurde. Ein Abkommen ohne Produktionslimits hätte den Status quo zementiert und der fossilen Industrie einen Freifahrtschein erteilt. Denn Plastikmüll ist nicht nur ein Abfallproblem, sondern er gefährdet Ökosysteme, die Gesundheit von Menschen und Tieren und verschärft die Klimakrise. Bereits im März 2022 hatten sich die UN-Mitgliedstaaten bei der UN-Umweltversammlung in Nairobi in der Resolution 5/14 darauf geeinigt, bis Ende 2024 einen verbindlichen Vertrag gegen Plastikmüll zu verabschieden. Dieses Ziel wurde nun verfehlt. Doch UN-Umweltchefin Inger Andersen und mehrere EU-Vertreter betonen: Das ist nicht das Ende, sondern nur eine Pause. Die Gespräche müssen weitergehen, mit klareren Zielen, besserer Vorbereitung und mehr Druck aus Zivilgesellschaft, Umweltorganisationen und Wissenschaft. Denn je länger die Welt zögert, desto mehr Plastik gelangt in Meere, Böden und unsere Körper.
