The permit application was signed by the current property owner, GreenStreer CEO Phil Hulse.
Hulse’s speculative commercial developments in St. Louis have been heavily backed by public funds since 2008.

I'd describe it as a slow rolling bailout of GreenStreet by the City of St. Louis, spearheaded by SLDC. "Slow rolling" in that the actions benefiting GS have been spread out over three years and have garnered limited media attention.

Today the BOA approved bills 158 & 159, which are key steps in facilitating the sale of property in GreenStreet's Carondelet Commons CID & C. Coke TIF.
