We have a Black Rock Park lovers bridge with many locks. This lock is particularly beautiful but it has a blue streak on it. Why? For identification? Or, did a lover return forlorn & paint a blue streak on the lock to signify a broken heart?

A tall mostly glass building. I'm looking up at it and the photo shows the side of the building, a slice of blue sky with a cloud to the left which is reflected back through the glass, so it looks as though the cloud is behind the glass.
